The project was designed and planned by the architect Mario Pani Darquier in collaboration with the architect and engineer Salvador Ortega Bernardo Quintana , who then founded the company Ingenieros Civiles Asociados (ICA), in charge of presenting a study that established the feasibility of all the Directorate General Pension. Pani took the functionalist paradigm model Le Corbusier defended the Radieuse Ville (town radial) made in Marseille , but added new models of internal circulation for adequate ventilation of kitchens and bathrooms in each apartment with outdoor bridges. The project requested by the agency originally planned 200 homes in a land of 40 thousand square meters, the architects contraproponiendo an urban high-density one thousand apartments, with a construction area of 30 percent and the rest of area gardens. This innovative and environmentally friendly proposal earned him much criticism to the project because it was not usual for the time.
