In 1956, a major change in the Building Reglations was instituted to help increase the quantity of housing. The changes permitted substantially larger buildings with heights of 10-20 stories and with less open space. Soon Rowhouses were rapidly being replaced by “Massive Blocks”.

The public and private sectors developed different variations of Massive Block. The private sector built the 10-20 stories Cantilevered block. This type had the similar to the 5-story Cantilevered Rowhouses and they were built facing streets. However, the taller Massive Blocks could contain from 2-150 units per floor using double loaded corridors. Public housing of this period was also tall and massive but had different building footprints and was not arranged on a street grid.
